Unending Faltering and lies under Buhari

Most of the exotic promises of a quick and comprehensive change in the polity made during the electioneering campaigns are yet to be fulfilled by the new inheritors in the state .Rather ,many months after inauguration ,the old system of business as usual that ousted the PDP ,state old business networks of cronyism and cabalism are reasserting themselves under new guises.

Ironically, this is happening despite the Devine doctrinal proclivity of the change apostles and the stated reformist agenda of the new clan. Despite their efforts at attempting a solution to the problems of the state and a well oiled propaganda apparatus , they seem to have irredeemably failed to thwart the resistance and distaste of the people for the administration. The standard explanation for the seeming stagnation in the performance of the administration, which borders on the callous attitude of the past administration even though contains a degree of truth, has become a monotony. The recent publication by an online media ,Zebra Reporters which gave a graphic details of the elaborate structure of corruption in the present dispensation was horrifying .But supporters of government in their response said the past corruption networks are fighting back and that the past habits and structures of corruption in the state are still alive and strong.Nothwithstanding, the emerging consensus in informed circle is that the new leadership in the state is not as transformational as the people had envisaged. But apologists of government believes the past carnage in the state and the enduring economic turmoil in the country is responsible for the perceived ineptitude of the administration.Whether the government has the capacity to surmount this problems will be tested in days to come as payment of salaries to civil servants in the state is proving difficult.

Another Achilles heels of this regime is the recent brutal invasion of parts of the state by very deadly Fulani herdsmen. So many lives and properties have been lost in this renewed killings by this Fulani bandits. The worst hit is Agatu area of the state where scores of people have been massacred and thousands have been displaced. The authorities seems helpless in the face of this genocidal program and no form of articulated response or relief materials have been supplied to the affected areas. The opposition in the state have effectively made a mince meat of the government over this terrorist attacks. They alleged government’s indifference to the deteriorating plight of the Agatu victims may not be unconnected with the defeat of the ruling party in the area during the just concluded senatorial rerun election in Benue south.Worryingly, the attacks are taking place barely few weeks after a peace meeting between the governor and his Nasarawa state counterpart,Almakura a known sympathizer of the invaders.

The Agatu crisis and other related challenges like non payment of salaries and allowances to public office holders have put the Ortom regime in a trilema. But there can be away out of this situation if the man of God can embrace a genuine reconciliation of the people of the state. No government can thrive in an atmosphere of mutual suspicion and antagonism. Those that don’t wish Ortom well will always term all views about his administration as antagonistic of his administration ,no ,many wish him well by their constructive criticisms of his policies. He can use back channels to dialogue with opposition figures, that is politics and he is a politician..

NIGERIA, QATAR SIGN AGREEMENTS ON BILATERAL AIR SERVICE, AVOIDANCE OF DOUBLE TAXATION

Nigeria and the State of Qatar on Sunday in Doha signed Bilateral Air Services Agreement (BASA) to pave way for direct flights between major cities of both countries.

Both countries also signed an agreement to avoid double taxation and tax evasion on the sideline of President Muhammadu Buhari’s state visit to Qatar.

The Minister of State for Aviation, Senator Hadi Sirika, representing President Muhammadu Buhari, signed the air services agreement on behalf of the country while Qatar’s Minister of Transportation and Communications, Jassim Bin Saif Alsulaiti, signed on behalf the Emir of Qatar, Sheikh Tamim Bin Hammad Al-Thani.

The agreement which was signed in the presence of both leaders is expected to pave way for more direct flights between major cities of both countries on the principle of reciprocity by the designated airlines on behalf of the country.

Sirika said after the signing of the agreement that the accord would promote trade, commerce, tourism and travel between both countries.

“Qatar is the richest country in the world at the moment in terms of per capita income, their economy is strong and their national carrier, Qatar airlines, is one of the most viable and most focused in the industry.

“They (Qatar airlines) presently fly to Nigeria but they want to fly to more cities and with the focus of the present administration in Nigeria on establishing a national carrier, we have commenced discussions on how we can partner with countries like Qatar in our quest to establish a national carrier”.

The Minister of Finance, Mrs Kemi Adeosun, who signed the agreement for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes income with her Qatari counterpart, Ali Shareef Al Emadi, expressed delight that the agreement which was negotiated since February 2015 has been finalised.

“What is symbolic in this agreement is that the Qataris who are already investing heavily in Nigeria will bring in more investments because the earlier lack of an agreement to avoid double taxation was a stumbling block to some of the investors.

“I am very confident that the signing of this agreement will bring much more investment and business between Qatar and Nigeria,” she told reporters after signing the agreement.

In his remarks to journalists, the Minister of Foreign Affairs, Mr Geofrey Onyeama, said President Buhari and Sheikh Al-Thani had fruitful discussions on security, oil price stability, and the fight against corruption in Nigeria.

“The Qatari leader acknowledged that President Buhari has really created an enabling environment for businesses to thrive in the country.

“The Emir made the point on the war against corruption in Nigeria and the progress President Buhari is making in that front and they are of the opinion that if that problem is addressed with focused polices, the country will progress.

“The Emir also made it clear that the Qatari’s are ready to invest in Nigeria in a big way”, he said.

OPEC MEMBERS MUST COOPERATE TO STABILISE MARKET – PRESIDENT BUHARI

President Muhammadu Buhari on Sunday in Doha emphasised the need for member states of Organisation of Petroleum Exporting Countries (OPEC) and non-OPEC members to cooperate and find a common ground to stabilise crude oil prices.

Speaking at a bilateral meeting with the Sheikh Tamim Bin Hammad Al-Thani, the Emir of the State of Qatar, President Buhari described the current market situation in the industry, which has seen oil prices plummet by 70 per cent since mid-2014, as “totally unacceptable.’’

“As members of OPEC and Gas Exporting Countries Forum (GECF), our relations in the areas of oil and gas, which our two nations heavily rely on, need to be enhanced and coordinated for the benefit of our people.

“The current market situation in the oil industry is unsustainable and totally unacceptable.

“We must cooperate both within and outside our respective organisations to find a common ground to stabilize the market, which will be beneficial to our nations,’’ the President said on the second day of his state visit to Qatar.

The President used the occasion of his address to the Emir to commend the existing cordial bilateral relations between both countries and invited prospective Qatari investors to take advantage of the abundant opportunities in Nigeria and invest in the key areas of energy, agriculture, real estate development, banking and finance.

He assured prospective investors of government protection of their persons and investment, noting that in the course of his visit, the delegations from Nigeria and Qatar would formalise at least two bilateral agreements to boost economic cooperation between both countries.

President Buhari also weighed-in on the situation in the Middle East, commending the role Qatar is playing in resolving the present Syrian crisis, the Palestinian cause and efforts in reconstructing Gaza.

“The conflicts in Yemen and Syria with their attendant humanitarian crisis need genuine international effort to solve. Nigeria as a peace loving country identifies with the State of Qatar in all her peace efforts in the world to end terrorist activities.

“Nigeria is a victim of terrorism. It is with heavy heart that I stand before you and say activities of Boko Haram have led to loss of many lives and displacement of innocent people in our dear nation.

“We, however, take pride to inform you that since our coming to power, Boko Haram has been systematically decimated and are in no position to cause serious threat to our development programs.

“I wish to reiterate that Nigeria rejects violence and extremism in all their ramifications, and assure your Highness that we are with the State of Qatar in your efforts to fight terrorism and injustice in your region and in the world at large.’’

President Buhari also called for a lasting solution to the Israeli – Palestinian conflict , saying “we in Nigeria, like the State of Qatar, favour a ‘Two State’ solution, with the State of Palestine living side by side with the State of Israel.

“I want to assure you that we will stand side by side with you, until our brothers and sisters in Palestine achieve their desired objectives.

“Our support for various Security Council resolutions restoring and respecting 1967 boundaries with Jerusalem as capital of Palestine is firm and unshaken,’’ he said.

Wole Soyinka it was that first raised an alarm some time this Month that, the economy is on a cliff and he advocated for an emergency economic summit to prevent the collapse of the economy. Joseph Sanusi a former CBN Governor has also come out to say that the economy is in tail spin! Lamido Sanusi another former CBN governor and now, Emir of Kano , was also on BBC talking about how the economy is hemorrhaging and that propping up the Naira is a near impossible task. Emeka Anyaoku a very prominent Nigerian is also on the same page with this eminent Nigerians. But, I cannot remember anyone calling for an emergency economic summit under GEJ! And that is because he had a strong economic team – Adewunmi now President ADB, Arunma now VP world Bank, Ngozi now with the world Bank. Toh where’s PMB’s economic team?

On Buhari’s Economic Conference: Learning From History

$
0
0

By

Leonard Karshima Shilgba

Lee Kuan Yew wrote in his book, From Third World To First: The Singapore Story (1965-2000), the following insightful words: “After years of disheartening trial and error, we concluded that Singapore’s best hope lay with American Multinational Corporations (MNCs). When the Taiwanese and Hong Kong entrepreneurs came in the 1960s, they brought low technology such as textile and toy manufacturing, labor-intensive but large-scale. American MNCs brought higher technology in large-scale operations, creating many jobs.”

Nigeria, like the nations of Israel and Singapore (of the 1960’s), is surrounded by a plume of isolation and hostility (against our economy and people) within the African sub-regions and continent. We have and are still suffering from invasions by African belligerents—both economic and militant terrorists—including home-grown, who, for various reasons, have imagined their personal interests to lie in taking up economic (e.g. currency manipulation, smuggling, black-marketing, etc.) and military arms against their nation. Nigeria is fast losing her attractiveness as a destination for business investors. We are generally not attractive, except for various exploitations by external predators, who work hand-in-gloves with strangely deranged brethren.

In the midst of erratic pendulum-like swings of the naira, plummeting of global oil prices and resulting low external reserves, gargantuan corruption that has sunk its teeth into our educational, economic, religious, and social menu, and security challenges, some Nigerians have called for an emergency economic conference. And President Buhari has responded by approving an Economic conference, which according to reports, shall hold in a matter of weeks from now. There we go again! Like Singapore, we have suffered years of disheartening trials and errors—organizing yearly economic summits, conferences on political and socio-economic Nigeria (We just concluded one expensive National conference in 2014, whose proposals or recommendations are still gathering dust on Buhari’s office shelves; that is if his government has not already binned them). We talk and talk, without meaningful and serious actions! If President Buhari’s government cares for the advice of a “non-consequential university professor”, let me offer one: Nigeria does not need to waste money on a national Economic conference. No Nigerian government has ever lacked sound advice; rather, what Nigerian governments over the years have lacked, is sound courage, selfless will, prioritization vision, and altruistic commitment to the good of the Nigerian people. Advice alone does not make a great leader, timely and right actions do. After receiving many pieces of advice, the leader is his last counsel before actions are taken; and he is responsible for them, he alone.

In order to overcome both the geographical disadvantage and the disadvantage of size and paucity of natural resources, Prime-Minister Lee Kuan Yew came up with two broad strategies:

To leap-frog his city-state (of only two million people at the time) over its neighbors, and build strategic alliances beyond its stifling and hostile neighborhood.

To bring First World standards to a Third World environment. In Mr. Yew’s words, his strategy was to “create a First World oasis in a Third World region.”

With regard to the first strategy, Lee Kuan Yew chose to reject the fear mongers of “dependency school” economists, whose alarmist theory of neocolonialist exploitation sought to alienate the Third World from the First World. He reckoned that since Singapore had no natural resources to be exploited by neocolonialists a strategic alliance with America’s MNCs would not hurt. All Singapore had were “hard-working people, good basic infrastructure, and a government that was determined to be honest and competent.” I guess that only very few scholars will disagree that of the three ingredients, Nigeria presently lacks only the one in the middle—good basic infrastructure. I don’t think we need an Emergency Economic Conference (EEC) to arrive at this diagnosis. The big question is, do we have the resources and will to provide the good basic infrastructure to both turn our hard-working citizens into smart-working fellows, and reduce production cost? I think Buhari’s proposed budget and his government’s ongoing global engagements all answer in the affirmative. His government is looking for both internal and external funds for the development of good basic infrastructure such as roads, railways, electricity, public water, etc. I have already written copiously on how to turn around our education sector (I don’t need to bore you with that here). I must affirm, however, that we have done great damage to our physical environment, and are paying dearly for this. I hope the ministries of environment at the national, state and local levels across Nigeria, will come up with nifty waste- and erosion-management strategies, engage in beautification of the environment, and create many leisure parks that enervate the brains. Our cities, towns, and villages are too dirty, being the capitals of garbage, eye-sores that can make your thought process to be clogged! And in building profitable alliances, we must avoid branding such as “Islamic”, “Neocolonialism”, etc. We must identify our interests clearly, and build a colony of friends based on equality and equity. And we must not sacrifice our interests in order to accommodate “foreign investors.”

The underpinning philosophy for the second strategy was that if Singapore was only as good as its neighbors, there was no need for businesses to seek to establish base in the city-state. Mr. Yew was determined, therefore, to establish First World standards in health, education, transportation, telecommunication services, and public and private security, believing that if achieved, Singapore would become a “base camp for entrepreneurs, engineers, managers, and other professionals who had businesses to do with the region.”

To bring this about, Mr. Yew embarked on aggressive training and equipping of his people with skills and habits to provide First World standards of service. Hear Mr. Yew: “I believed this was possible, that we could re-educate and re-orientate our people with the help of schools, trade unions, community centers, and social organizations. If the communist China could eradicate all flies and sparrows, surely we could get our people to change their Third World habits.”

I find the Singapore experience and its conscious and insightful leadership endowment a veritable learning scenario for Nigeria and her constituent states. Buhari’s government’s mantra of “security, economy and corruption” sounds good to the ears; however, when it comes to specifics on the economy, I only hear of diversification through emphasis on “Agriculture and Solid Minerals.” Mr. President is still incoherent on human resource development—functional education (re-education and re-orientation are required; you may read my proposals in my education series: Re-engineering Nigeria’s Education Sector) and engagement with ethnic leadership groups such as Ohaneze Indigbo, Mzough u Tiv, Afenifere, Ijaw Youth Council, Arewa Youth Council, etc., and social and labor unions, through education agencies and the National Orientation Agency. The people matter. If the government encourages service providers such as electricity DISCO’s and telecommunication companies to rip-off Nigerians through outrageous bills, its objectives will be defeated. More than two years after the defective “privatization” of our electricity commonwealth and questionable doling out of our billions of naira to the new owners as bailout, things are not positively different, and Nigerians are told to pay more for darkness! We the people matter. After “privatization” of our electricity commonwealth, many parts of Nigeria have been suffering from “load-shading” because those DISCOs cannot provide new transformers. For instance, in our area in Gboko, Benue State, where I own a house, for more than two years, the Jos DISCO has placed us on “load-shading” because they claim “the transformer cannot take everyone in the area,” yet, they have not provided the right transformer, and the bills keep climbing up; and Buhari’s government has approved hike in electricity bills! We the people matter. All I am saying is that in order to develop Nigeria’s economy, the people must be developed in mind and cared for and protected by their government.

In General Topology in mathematics, we learn of a kind of topology (place study) that Nigeria requires if we are going to free up states to compete and develop. Particular Point Topology (PPT) is the topology where open sets all include a particular point in the under-study set. If we agree to restructure Nigeria in such a way that all federating units must accommodate residents, who do their businesses there and pay their taxes, as “indigenes” with full rights, then we can make progress as a people. When we talk of the economy, we refer to the people, not only physical infrastructure.

One Republican presidential aspirant in USA has not hidden the fact that if he becomes president, he will “protect” America, engage in “smart” trade deals for his country, tighten immigration to his country, and re-define “free trade” in a way that favors America. The present occupant of the Oval office has since weaned America from foreign oil and stopped buying Nigeria’s crude oil (we are all feeling the impact of this). Do we think, if this fellow becomes America’s president and starts making good his promises, Nigeria and Nigerians will not be affected, even as China shall surely get the short end of the stick? What counter measures are we putting together? What strategies are we putting in place to reduce or discourage education and medical tourism that are both a drain on our foreign reserves and economy; do we have better home-grown alternatives? Do we have plans to attract back home the needed intellectual skills with good basic infrastructure and remuneration?

Let me conclude with this: Our needs are basic and not sophisticated. Our problem is not lack of money. Nigeria has not lost money, it is still with Nigerians. The confidence of many Nigerians in their country remains shaken, and that is recipe for social and economic decay and unrest. The people do not feel or believe their governments care enough for them to protect them from the unscrupulous business world; in fact, they are victims of the oppression of government agencies. We dread our government officials. In their imperious disposition towards the people, we, the people, have none to turn to, except to the supreme God, who is being poorly represented today in our country by very proud and equally imperious “men of God.” I have been so discouraged lately about Nigeria, and refused to write about her for a long time. But I could not resist the urge to write this piece. I weep, O, I weep for my country. We don’t have a nation yet.

BUHARI TRACES BUDGET PADDING TO APC CAUCUS

Three years after the formation of the All Progressive Congress (APC), President Mohammadu Buhari has on Wednesday reportedly accused some members from the defunct Action Congress of Nigeria (ACN) in the party (APC) of budget manipulation and padding, affirming that those to whom the budget racketeering might be traced shall never go scot free.

APC as a political party which was formed on 6th February, 2013 in anticipation of the 2015 elections, comprised of Nigeria’s three biggest opposition parties- the Action Congress of Nigeria (ACN), the Congress for Progressive Change (CPC), the All Nigeria Peoples Party (ANPP) and a faction of the All Progressive Grand Alliance (APGA).

In similar development, some leaders of the defunct ACN were in the Aso Villa on Wednesday where issues relating to their hands in the controversial 2016 budget and the incoming congress of the APC among others were discussed.

According to sources, the leadership of the defunct ACN berated President Buhari over their alleged involvement in budget manipulation and overloading, saying it was uncalled for and at the same a calculated attempt to terminate the mutual relationship that has long time existed among the unified party, APC; adding that, “the diplomatic moves by the president’s kinsmen to hijack the structure of the party in totality at the forthcoming congress shall not only be resisted but rejected.

“I want to believe we’ve not travelled too far as a party. Therefore, those inciting the president against factions in the progressives should entertain a rethink before their actions and inaction boomerang.”

It was learnt that the Minister of Information and Culture, Alhaji Lai Mohammed had in Lagos on February 19 said, “Let me make it clear that nobody can ever accuse this government of padding any budget. The total of all ministries put together has not exceeded N6.08 trillion that was submitted. It is factually incorrect to say that the budget was padded.”

In a counter claim which has started generating controversy within the progressives, President Buhari in Saudi Arabia on February 23, said, “My budget is not what is being debated at the National Assembly. What they have was heavily padded. Never heard of budget padding all my life. It is very embarrassing and disappointing. We will not allow those who did it to go unpublished.”

Asiwaju Bola Tinubu, who led other party leaders to the Vice President Yemi Osinbajo in the Villa, has vowed to continue supporting the present federal government administration until he’s either directly or indirectly prevented from doing so.

He said; “Ever since the formation of APC three years ago, there has never been a moment of regret for me or my men. Therefore I want to believe the president was quoted out of context. He has no moral right to describe us as budget scammers.

“Again, since Lai Mohammed has been appointed the Minister of Information, it has been noted that the image of our party hasn’t been well painted in the public as it used to be. We need another able hand to relieve him, and we can’t afford zoning such a sensitive post among others to the academically retarded region in the country.”

He pleaded with his men not to dwell on the accusation and assured them of transparent processes in the election of the party’s executives.

  • Nwafor (in hat) and his supporters being received by Nwoga in Amafor Ugbawka…yesterday.

A chieftain of the All Progressives Grand Alliance (APGA) in Enugu State, Anthony Nwafor, has defected to the All Progressives Congress (APC).

Also, party executives in Nkanu East and West councils and their supporters, joined the fray.

Nwafor said: “I am happy today that I am joining the APC. I chose to join the APC for several reasons; the least being that our people decided to join APC. This is a game of people; if your people say they want you to go here, it is best to go with your people.

“But aside that, the most important reason for joining the APC is because of the wind of change blowing. I seem to have fallen for most of their tenets and aspirations, as well as their aims and objectives; I love it.

“I love the fight against corruption; that alone drew me to admire the party because it is in tandem with my stance, having been a member of the anti-corruption fight in Nigeria.”

On hand to receive Nwafor and his supporters were the state Chairman, Dr. Ben Nwoye, and the Southeast Chairman, Chief Anike Nwoga.

Nwoye assured them that there was no discrimination between old and new members, noting that every member has equal rights and privileges

Fuel scarcity bites harder in Lagos

Long queues of vehicles have returned to filling stations in Lagos. No thanks to fuel scarcity.

Many filling stations did not open for business. Others that opened and sold fuel at the official pump price of N86.50 were observed deducting N50 or N100 from buyers, depending on the quantity of litres they bought.

When The Nation visited some filling stations in the metropolis, the queues of residents buying in jerry cans were longer than that of motorists.

The situation was compounded by poor power supply.

The queues created gridlock along the routes housing filling stations and the highways, especially at the Omole junction to Berger on Lagos-Ibadan road.

A Keke Marwa operator in Agege, Timothy, said he bought 10 litres of fuel and the fuel attendant collected N100 as bribe from him.

He said: “When will I stop to suffer in this country. I couldn’t even say a word when she deducted the money because I was on queue for over six hours. I just needed to work today because we don’t pay for any ticket on Sundays.”

A resident in Oshodi, Mr. Jobi Atobatele, said he had to leave his house to buy fuel because he could not stand the heat.

“I sent my son last night to buy fuel, but he said the queue was long and that they only attended to area boys. I am out today and I must say the situation is not better.

“I will make sure I buy fuel because we hardly have light these days. I refuse to adapt to things like this because it is painful. Everything changed in the country within weeks. Where is the problem from?” he lamented

This was purely a condolence and humanitarian visit to his people who were still traumatized by the military invasion of their land.

Kobani added that this made necessary for him and other PDP members in Rivers South East Senatorial district to visit the bereaved.

He encouraged the bereaved families to put their hope in God and co-operate with the Rivers State Government which is practically doing its best to unravelling the reason behind the military invasion in Ogoni.

Hon. Kobani advised the youths of Ogoni to eschew violence and embrace peace. He enjoined them to remain law-abiding and co-operate with the government in the state in its task to delivering on all its campaign promises. Hon.
